Do classes that offer dual credit for both high school and college qualify for the K-12 Education Expense Credit?

My child is a high school student and takes high school classes which give her both high school and college credit.  We are charged for the college credit she receives.  Is this an eligible expense for the K-12 Education Expense Credit?

If the tuition is paid to the high school and the classes count toward high school graduation requirements, the expense is eligible for the education expense credit.  If the tuition is paid to the college itself, the expense is not eligible because a college is not a qualified school for the education expense credit.
