Are course fees charged for Driver Education classes qualified K-12 education expenses?

If Driver Education is a required course for high school graduation, are the fees charged for the class eligible for the K-12 Education Expense Credit?  If so, does just the course fee qualify, or do both the course fee and the fee for the driving permit qualify?

Driver Education course fees paid to the school are considered lab fees and, therefore, are eligible for the K-12 Education Expense Credit.  The permit fee, if paid directly to the school, is also an eligible expense.  If the permit fee is paid directly to the Department of Motor Vehicles, however, the expense is not eligible.
