Should I file an Illinois Individual Income Tax return if I live in Illinois but work in another state?

Yes. As an Illinois resident you are subject to tax on all income no matter where it is earned. You will need to contact the other state for any filing requirements. If you are required to file and pay tax to another state on that income, you may be allowed a credit with Illinois on Schedule CR, Credit for Tax Paid to Other States.
Note:  Please be sure to attach copies of the W-2 forms showing any local tax withheld.  When completing the Schedule CR you must enter amounts in both Column A and Column B. 

If you were a full-year resident of Illinois, the amount for Column A, Line 1 of the Schedule CR will be found on Line 7 of your form US 1040 and US 1040A.

If you are a part-year or non-resident of Illinois you must complete the Schedule NR.  Non-resident and part-year resident computation of Illinois tax, before beginning the Schedule CR.  The amount to be shown on Line 1 of Schedule CR will be found in Column B, Line 5 of the Schedule NR.
