Highlights for the 2013 Electronic IL-1040


Over half of Illinois individual taxpayers can’t be wrong!

IL-1040 Changes

  • The personal exemption amount for taxpayers and their dependents has increased to $2,100.00.
  • Taxpayers now have the option to have their refund loaded onto an Illinois Individual Income Tax refund debit card. Check boxes have been added to the form for the taxpayer to indicate if they want to receive their refund via direct deposit, debit card or paper check.

Schedule CU, Civil Union Income Report
Verbiage has been updated on the Schedule CU. It now states: You must file Schedule CU if you are in a civil union that is not treated as a marriage for federal income tax purposes.

Schedule 1299-C, Income Tax Subtractions and Credits (for individuals)
The Schedule 1299-C has removed the Enterprise Zone Dividend Subtraction and Jobs Tax Credit. In addition, the maximum credit for Ex-felons has increased and some of the qualifications have changed.

Schedule NR, Nonresident and Part-year resident Computation of Illinois Tax
The sale of Illinois Lottery payments must be reported as income. In addition, the calculation to determine non-Illinois self-employment (NSE) decimal has changed.

Schedule CR, Credit for Tax Paid to Other States
The calculation to determine non-Illinois self-employment (NSE) decimal has changed.

Schedule ICR, Illinois Credits

  • The Illinois Earned Income Credit has increased to 10% (.10) of the federal EIC amount.
  • Taxpayers claiming a property tax credit must now enter the county in which the property is located in addition to the property number.

Schedule G, Voluntary Charitable Donations
Four funds have been removed from the Schedule G.

Forms 1099- INT, DIV, MISC and OID
These forms will now be accepted with an electronic IL 1040.

  • 1099- INT, Interest Income;
  • 1099-DIV, Dividends and Distributions;
  • 1099-MISC, Miscellaneous Income; and
  • 1099-OID, Original Issue Discount.
